Records the 2026-06-06 full-parity review (staging deployment, all three repos) in ROADMAP.md and syncs it with the issues filed from it.

New section: vervain-apps (web frontend) parity gaps, one row per filed issue VAPP-5 through VAPP-16 with cross-repo dependencies (VAPP-6 on VA-4, VAPP-7 on VA-3, VAPP-14 on VS-32), plus the deliberately-unfiled remainder list.
Repo header now lists vervain-apps as the third tracked repo.
Tractable table: VS-3 removed (Done, PR #45, noted in the snapshot bullet); VS-32 (token-authenticated /control.ashx upgrade) and VS-31 (per-relay listing action) added.
Bigger subsystems: meshctrl verb gap promoted from the untracked table to VS-30.
Decisions recorded: meshscanner LAN discovery moved to out-of-scope; Plivo/Telnyx SMS adapters explicitly deferred until a deployment needs one.
Snapshot bullet notes VA-40 (agent users_list utmp parsing bug found live during vervain-apps PR #9 verification).

Issue states verified against YouTrack at filing time today. References VS-29 (roadmap/YouTrack sync chore).

Adds vervain-apps as the third tracked repo with its parity-gap table (VAPP-5 through VAPP-16, filed after the staging review), moves the meshctrl verb gap from the untracked table to VS-30, adds VS-31 (per-relay listing) and VS-32 (token-authenticated control upgrade, unblocks VAPP-14) to the tractable table, marks VS-3 done per PR #45, records the meshscanner drop and the Plivo/Telnyx deferral decisions, and notes VA-40 (agent users_list utmp parsing, found during vervain-apps PR #9 verification).

Resolves the ROADMAP.md conflict with PR #49 (VS-3-done sync). Kept this branch's parity-review content (VS-32/VS-31/VS-30 rows, vervain-apps section, meshscanner out-of-scope) and took main's corrections: refreshed VS-15 file refs and the SMS row stating Twilio/Plivo/Telnyx all ship real send handlers (verified at sms.rs:53-107; only the crate doc header is stale). The review bullet's "Plivo/Telnyx deferred" decision was rewritten to record that retirement, since the deferral was based on the stale header.
