docs: add dev-docs from 2026-05-06 codebase audit #7

codebase-state.md captures the per-module status (4 implemented modules vs 14 placeholders), 12 cross-cutting issues (shallow ticket DTOs, missing rate limit on /auth/login, dead /companies alias, etc.), and 14 proposed fixes F1..F14 with concrete patches and per-fix priority.
client-server-integration.md describes the gap to mokosh-clients: per-section table mapping each client UI surface to server status, DTO sharing pattern (the four shared modules currently diff to zero bytes between repos), and the recommended order in which to land remaining server modules.
README.md indexes both files and documents conventions for keeping them in sync with code changes.
