Updates the existing dev-docs/qa-test-plan.md (the doc already existed; the earlier "no doc" note was a stale read) so the next walkthrough re-checks: Decimal money/hours fields that 422 on the wire form the UI sends (project Budget Hours), phone/timezone/country/postal validation, and detail pages missing an Edit control. Adds PMS-324/MAPPS-176 and PMS-325/MAPPS-177 to the filed-issues reference.

The live in-browser walkthrough (AC2/AC3) is a human / Claude-in-Chrome step and is not part of this docs PR.

PMS-326: extend the existing dev-docs/qa-test-plan.md so the next walkthrough specifically re-checks the validation gaps found this round: Decimal money/hours fields that 422 on the exact wire form the UI sends (project Budget Hours), phone/timezone/country/postal validation, and detail pages missing an Edit control. Add PMS-324/MAPPS-176 and PMS-325/MAPPS-177 to the filed-issues reference so they are not re-filed.

The doc already existed (the earlier "no such doc" assumption came from a stale read) and already covered per-field validation, edit-control presence, and 500/422 detection, so this is the targeted update the issue asked for rather than a new file. The live in-browser walkthrough (Claude in Chrome) remains a human step.
