docs(plans): add Phase 16 web push notifications plan 72fda458ca

feat(push): add web-push-native dependency and p256/base64 support a97c253da7

Introduce the `web-push-native`, `p256`, `bytes`, and `base64` crates
as the cryptographic foundation for Web Push notifications (Phase 16).
The lock file reflects the transitive dependency graph including
`jwt-simple`, elliptic-curve primitives, and the newer `cipher`/`digest`
versions required by these crates. Also adds allowlist entries in
`.claude/settings.local.json` for the research commands used during
crate evaluation.
