Add `list_room_reactions` db fn and `get_room_reactions` server fn to
fetch all reactions for a room in one query instead of per-message.
Wire into `RoomViewPage` via `use_server_future` to populate
`reactions_map` on load. Also fix emoji picker positioning (bottom-8
→ top-full) and use `.peek()` to avoid re-subscribing effects on
`room_id_sig` reads.
