Marks the PMS-518 form migration complete in dev-docs/form-validation-audit.md: ticks every per-page row in the migration-progress checklist and adds a status note covering the two deliberate exclusions (the tickets inline onchange editors; the KB search form), the kept-bespoke-validators decision (epic AC4 nuance), and the outstanding AC7 runtime/E2E regression pass.

No code change.
