Replaces upstream rust:* (and prior rust-builder* images) with the libc-organized images published by niceguyit/oci-images:

  • glibc consumers -> rust-builder-glibc:v1.0.0-rust1.94-trixie
  • musl consumers -> rust-builder-musl:v1.0.0-rust1.94-alpine
  • windows cross-compile -> rust-builder-glibc-windows:v1.0.0-rust1.94-trixie

Each base image bakes in the full set of build deps, cargo-binstall, dioxus-cli (glibc), bun (glibc), wasm32 target, and rustfmt + clippy, so the per-repo apt-get/apk install + tooling install steps drop out. Bumps Rust toolchain from 1.93.x to 1.94 across all builders.
